
Shovel-Ready Funding in Costa Rica
GAP’s large-project financing pathway is for Costa Rica projects seeking US$50 million and up. Sponsors must already own the land and have the documentation, plans, permits and approvals ready for construction. Hotels, hospitals, shopping malls and other major developments are reviewed individually.
What Makes a Project Shovel-Ready?
A shovel-ready project has the land ownership, required documentation, plans, permits and approvals in order so it can proceed to construction. Readiness does not itself guarantee funding: the project, sponsor and proposed structure must still pass capital-provider review.
What GAP Reviews
GAP reviews the property, title, liens, location, marketability, value, loan purpose, repayment plan, and exit strategy. For land, pre-development, construction, or project-readiness requests, the file may also need plans, permits where required, budgets, contractor information, utility details, road access, drainage, and a clear explanation of the next stage.
A Separate Large-Project Financing Program
Large-project financing starts at US$50 million. We are looking for sponsors who already own the land and have shovel-ready projects, with required documentation, plans, permits and approvals in order. Land and Pre-Development Requests
Land and pre-development requests need a practical approach. Usable access, location, title, utilities, drainage, topography, permits, and marketability can all affect the proposed structure. Development-ready land with a clear next step is generally easier to review than a remote or undeveloped parcel with no defined use or exit plan.
What to Send First
Start with the property location or Google Maps pin, requested loan amount, current value or recent purchase price, Plano Catastro, title information, recent landscape photographs, and a short explanation of the project and repayment plan. For construction or development work, include available plans, permits where required, budget, contractor information, and the stage of completion.
